To regulate “Safely adapt, flexibly, effectively control the COVID-19 epidemic” to really help businesses promote efficiency in production

The Government’s promulgation of the temporary regulation “Safely adapting, flexibly, effectively controlling the COVID-19 epidemic” is considered by businesses as a timely solution, helping to “untie” the spirit of businesses. Karma. After nearly 20 days of implementation, the regulation has shown a number of problems that need to be resolved to promote greater efficiency.

“Safely adapting, flexibly, effectively controlling the COVID-19 epidemic” in the current period according to the Government’s Resolution 128, is the unified, timely and creative direction. Accordingly, in many localities, businesses are also catching up on the spirit of “safe production”, boosting production and business, ready to adapt to the new normal.

Before Resolution 128, many localities advocated “locking down” the area due to pressure from the point of view that each local is responsible, the local head is responsible when an epidemic occurs in the area. The promulgation of Resolution 128 of the Government, bringing the epidemic prevention and control to a conditional “new normal” stage will solve the local congestion situation in recent times.

Speaking to the press, Dr. To Hoai Nam, Standing Vice Chairman and General Secretary of the Vietnam Association of Small and Medium Enterprises, said that after nearly two years of responding to the COVID-19 pandemic, our country has achieved many important results in the field of business. epidemic prevention. However, when the Delta variant appeared, not only Vietnam but many countries around the world were also surprised and negatively affected.

“The 4th epidemic broke out, we reacted carefully. Due to psychology, many people and businesses chose to “hibernate” or suspend activities… However, the Government changed direction very promptly. from the policy of “Zero COVID-19″ to a safe, flexible adaptation and effective control of the COVID-19 epidemic. This has been clearly shown in Resolution 128. I think that flexible adaptation, living together with COVID-19 in an active and scientific way, which can also be understood as winning the disease”, Dr. To Hoai Nam said.

Accordingly, Resolution 128 issued by the Government on the provisional regulation on “Safe adaptation of COVID-19 epidemic” is good news, unifying anti-epidemic regulations in the new context for all provinces and cities, along with According to the temporary suspension of the implementation of Directives 15, 16 or Decision 2686, which were applied differently by localities in the previous anti-epidemic period, it partly caused localization, division, and difficulties for businesses.

According to some businesses, this Resolution helps them to more clearly define their operational status in the new context.

With specific criteria to classify 4 levels of epidemic in provinces and cities, the Resolution has let businesses know with what level of epidemic, enterprises in which industries can operate or stop operating and operate or stop operating. to what extent. Nationally agreed regulations help facilitate the definition and implementation of a business plan.

In addition, Resolution 128 promulgates regulations that a number of sectors are allowed to operate at all four levels, including manufacturing, construction, construction, or inter-provincial transportation of goods. Enterprises believe that this will help to be more proactive in organizing production, especially in manufacturing industries with high orders at the end of the year.

In addition, Resolution 128 is built based on 3 specific and reasonable criteria that can be applied to the whole country, namely: Number of infected people/100,000 population/week, number of people injected, ability to collect solution Therefore, in order for Resolution 128 to be most effective, it must be implemented on the principle of ensuring uniformity and transparency throughout the country, without division, and avoiding each place doing the same thing. , while promoting the flexibility, initiative and creativity of each locality.

Troubleshooting after 20 days of implementation

Resolution 128/NQ-CP was issued with the goal of unifying the viewpoints and motto of epidemic prevention and control in the direction of safe and flexible adaptation nationwide, overcoming the shortcomings of many localities over time. via. However, businesses are still concerned about the situation of general policies but implementing them separately. Mr. Mac Quoc Anh, General Secretary of the Association of Small and Medium Enterprises in Hanoi, said that some places still apply it mechanically, causing difficulties for businesses.

Currently, businesses in Hanoi circulate normally without any difficulties, but there are still some neighboring localities that apply relatively machines. For example, many enterprises under Hanoi City’s Small and Medium Enterprises have headquarters in Hanoi but work and have factories in Hai Phong. When they go down to the factory to operate and manage production and business, they face many difficulties in managing their business. move.

“At present, Hai Phong has gradually removed this problem, but we hope that Resolution 128 will be a tool to help facilitate the application of legal documents from central to local levels to be consistent.”, Mr. Mac Quoc He shared.

Economist Can Van Luc, a member of the National Financial and Monetary Policy Advisory Council, mentioned three major problems that need to be resolved.

Firstly, there is still a situation that provinces and cities apply this Resolution quite differently, somewhere there is still a phenomenon of disruption of the supply chain or the labor chain because of the fact that some workers want to return to Ho Chi Minh City. Ho Chi Minh City works, but through one province and another, there are different requirements, so workers cannot return to the original production and business enterprises, which continues to create an increase in costs, lack of labor for businesses.

Secondly, people travel more easily, but there are still barriers because the regulations on testing and distancing are still relatively different.

Third, through a quick survey, about what is the biggest problem today, many businesses think that there are 4 things. That is the lack of labor, because the majority of enterprises, especially textile, garment, footwear and electronic enterprises in the southern provinces, Ho Chi Minh City still has a serious shortage of labor, only 30-50% have returned to work. while there is no shortage of orders.

Along with that, the current application model in localities is still different, some places require 3 places, some places require 1 route 2 destinations, some businesses are well-adapted and suitable, but there are also businesses find it inappropriate.

In particular, input materials have increased a lot in recent years, including petrol and oil prices, which have increased costs for businesses.

In terms of finance and cash flow, businesses want the Government to allow the implementation of support packages in the past time to be more urgent, faster and more drastic because now there are some support packages that are relatively slow to deploy. For example, the salary loan package with 0% interest rate has only been disbursed about 450 billion VND until September, accounting for 6%, which is very slow.

At the same time, businesses and people also want a larger support package to support people and businesses to continue to recover and develop production and business more smoothly, especially in the current period. to restore production and business.

It can be said that many businesses also expect that the implementation of Resolution 128 will synchronize their views on epidemic prevention and control, without causing congestion, traffic and travel of people and businesses. The change in awareness and synchronous action among provinces and cities and throughout the direction of the Central Government will help businesses take advantage of opportunities in the last months of the year to “finish” economic targets.

However, in order for the Resolution to be put into practice and promote its effectiveness, the Government needs to direct ministries and sectors to quickly issue specific guidelines for provinces and cities to base them on for synchronous application, instead of each place issued a control policy of one type; in which, the most important is guiding the handling of medical and transportation issues so that it is transparent and consistent
